This right allows the<br \/>\nstakeholders to access information held by administrations as defined by the law and its<br \/>\namendments, while taking into account certain limited exceptions. The Commission examines such<br \/>\nrequests and issues mandatory decisions in accordingly.<\/li>\n<li>Advise competent authorities on all matters related to the application of this law.<\/li>\n<li>Develop an annual report that highlights, in particular, important challenges regarding people\u2019s<br \/>\naccess to information, and special reports on significant topics, if required, which are to be<br \/>\ndigitally published on the official website of the Commission.<\/li>\n<li>Participate in educating citizens on the importance of the right of access to information and the<br \/>\nrules of exercising such right, and contribute to the training of employees and administration<br \/>\nofficials on the way and importance of empowering individuals to access information.<\/li>\n<\/ul>\n<\/p>\r\n                    <\/div>\r\n                <\/div>\r\n            <\/section>\r\n            <section class=\"mb-3\" id=\"complaint-mechanism\">\r\n                <div class=\"container-sm mb-4\">\r\n                    <div class=\"mb-4\" style=\"width:fit-content\">\r\n                        <p class=\"fw-bold fs-4 py-1  border-gray\">The Mechanism of Filing a Complaint <\/p>\r\n                    <\/div>\r\n                    <div class=\"mb-4 wysisyg-description\">\r\n                        <p><ul>\n<li>The refusals to grant access to information must be provided in writing and must be justified. The administration must inform the stakeholder of the refusal. Previously, stakeholders had to file their complaint with the competent Single Judge of Urgent Matters at the administrative or judicial courts. However, resorting to the Commission has now become a legal requirement.<\/li>\n<\/ul>\n<p>The administration cannot refuse an information request by claiming that it does not possess such information, if the nature of this information is already within its authority and jurisdiction.<\/p>\n<ul>\n<li>The implicit refusal to access certain documents may be subject to appeal in accordance with the same above-mentioned rules.<\/li>\n<li>The Commission shall issue a mandatory decision within two months from the submission of the appeal, either approving or refusing the release of the document, and shall communicate such decision immediately to the relevant and competent administration.<\/li>\n<li>If the two months deadline expires without the Commission issuing a decision, its silence shall be considered as an implicit refusal.<\/li>\n<li>The decisions of the Commission may be appealed before the State Council within one month as of the date of reporting, provided that simplified procedures are applied regarding the review process. \u00a0 <strong>\u00a0\u00a0<\/strong><\/li>\n<\/ul>\n<\/p>\r\n                    <\/div>\r\n
