The return from participation in the 2025 Conference of the States Parties to the United Nations Convention against Corruption.

Lebanon participated actively in the Eleventh Session of the Conference of the States Parties to the United Nations Convention against Corruption (COSP 11), held in Doha, State of Qatar, from 15 to 19 December 2025. The conference served as an important international forum to review progress in implementing the Convention and to strengthen cooperation and the exchange of best practices among States Parties.

The Lebanese delegation was headed by Judge Claude Karam, President of the National Anti-Corruption Commission, and included Judge Rana Aakoum representing the Ministry of Justice; Dr. Ali Badran from the National Anti-Corruption Commission; Mr. Abdel Hafiz Mansour from the Special Investigation Commission at the Central Bank of Lebanon; and Ms. Lodi Rahme from the Ministry of Administrative Development.

In Lebanon’s statement, Judge Karam reaffirmed the country’s firm commitment to the Convention and highlighted progress achieved in strengthening integrity and combating corruption, including legislative reforms, the operationalization of the National Anti-Corruption Commission, the enhancement of institutional frameworks for transparency and accountability, and judicial and administrative measures to ensure accountability of former ministers and public officials. He stressed that ongoing efforts aim to prevent impunity and support the government’s economic and social recovery agenda.

The conference also enabled Lebanon to present its efforts, explore areas of cooperation with partner countries, and benefit from comparative experiences, notably through its engagement in the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE) and the Arab Anti-Corruption and Integrity Network (ACINET).

On the margins of the conference, the delegation held bilateral meetings and participated in specialized sessions focusing on technical cooperation, corruption prevention, law enforcement, and asset recovery. The delegation also took part in several specialized sessions and side events dedicated to sharing best practices and international experiences related to the implementation of the United Nations Convention against Corruption.
