Enhancing Transparency in the Petroleum Sector

Overview

The provisions regulating the publication and disclosure in the Law on Enhancing Transparency in the Petroleum Sector are the cornerstone for monitoring the adequacy, credibility and quality of information pertaining to petroleum activities, starting from the pre-qualification of companies to participate in licensing rounds up until the permanent cessation of petroleum activities, i.e. the end of petroleum activities.

 

The NACC plays a major role in enhancing the transparency of this sector and combating corruption in it.

 

Functions of the NACC

 

  • Ensure the proper implementation of the provisions of the Law on Enhancing Transparency in the Petroleum Sector.
  • Monitor the adequacy, credibility and quality of information.
  • Receive, investigate and decide on complaints related to the application of the law.
  • Advise the competent authorities on issues related to the application of the law.
  • Prepare an annual report that emphasizes the significant challenges that people face in accessing information related to the Law on Enhancing Transparency in the Petroleum Sector, and other ad-hoc reports to be published and officially communicated to the Parliament, the Prime Minister, and the concerned authorities.
  • Participate in educating citizens about the importance of the right to access information and the principles of exercising this right, and contribute to the training of administration employees and officials on how and why individuals should be enabled to access information.
  • Ensure the commitment of the relevant parties identified in Article 4, i.e. the concerned authorities, the Right Holders Non-Operators and the Right Holders Operators, to publish and/or disclose information in the cases specified by law.
  • Seek permanent or temporary assistance from technical experts in the petroleum industry.
